The Ministry of Inter-Provincial Coordination (IPC) has decided to consult the Law Ministry for legal advice before seeking approval from the caretaker Prime Minister, Anwaar-ul-Haq Kakar, regarding Zaka Ashraf’s proposal to form the Board of Governors (BoGs).
In a comprehensive meeting in Islamabad on Wednesday, the Federal Minister for IPC, Fawad Hasan Fawad, and Zaka Ashraf discussed the matter. Zaka highlighted Article 38 of the PCB Constitution, emphasizing that the Interim Management Committee (IMC) had the authority to establish the BoGs. Despite Zaka’s plan to hold a crucial IMC meeting in Karachi for the BoG formation, the IPC Ministry intervened, summoning him to Islamabad for discussions.
Rather than strictly adhering to the PCB constitution, Fawad chose to seek guidance from the Law Ministry, a move that could potentially extend the time needed for the IPC Ministry’s decision by a week. The three-month extended tenure of the IMC is scheduled to conclude on February 4.
If the Law Ministry recommends following Article 38, Zaka may continue his tenure. However, resistance from the IPC Ministry against allowing the formation of BoGs may lead to the establishment of a new IMC after February 4.
Zaka is obliged to follow the IPC Ministry’s instructions, managing only the day-to-day operations of the PCB while major functions remain on hold.
